Complex SecurOS Video Surveillance systems for the stadiums of Kaliningrad and Rostov-on-Don

The stadiums that held the matches of the FIFA World Cup are always trained in accordance with the requirements of FIFA. The experts of the International Federation of Association Football regulate in detail all the processes and the stages of construction and functioning of football arenas: from the choice of seats to the organization of security systems. Among the stadiums chosen for the Championship are “Stadium Kaliningrad” and “Rostov Arena”, each of which holds 4 matches of the group stage of the World Cup 2018.

Project Description

19 SecurOS IVS VideoServers operate at the “Stadium Kaliningrad” managed by the SecurOS Video Management Platform that provides data acquisition and processing from more than 1000 IP-cameras. About 30 SecurOS Universal WorkStations were equipped for operators, inspectors, and employees of operational services that work at the stadiums during the championship. At the “Rostov Arena” 25 video servers SecurOS IVS VideoServer control 1500 IP-cameras and transmit video to more than 30 SecurOS Universal WorkStations. Special facilities with SecurOS VideoWalls were also equipped to ensure the convenient and efficient working process of the operators and employees of operational services.

  • «Stadium Kaliningrad»
    It is a five-storied building with a capacity of 35,000 spectators. The area of this facility is 112,500 m2. At the end of the FIFA World Cup, the stadium became the home field of FC “Baltika”.
  • «Rostov Arena»
    It is a football stadium in Rostov-on-Don with a capacity of 45,000 spectators. “Rostov Arena” is a five-storied facility; its area is 128,255 m2.

Video cameras are located in all areas of control of both stadiums: in the perimeter zones, in the border areas, at the checkpoints, numerous facilities of the supporting and temporary infrastructure. SecurOS Video Surveillance system also controls press centers with conference rooms, food courts, VIP lounges, dressing rooms, refereeing and coaching rooms, and special offices for administrations including FIFA representatives, technical and junk rooms that are located in the buildings of both stadiums.

Video streams from the cameras in the online mode are transferred to the workstations and monitoring centers of the Security Services of the stadiums and FIFA controllers themselves. The employees of the Single Response Center of the Hardware and Software Complex “Safe City” and of the situational centers of the Ministry of International Affairs and the Federal Security Service in Kaliningrad and Rostov-on-Don also obtained access to the video data.

Video recording is carried out on a Hitachi Storage System in a combined mode: during matches, it is recorded continuously, at other times – by motion detection. The video is stored on servers for 30 days.

The stadiums of Kaliningrad and Rostov-on-Don are also equipped with SecurOS Face Analytics Face Capture and Recognition systems with bases for 5,000 and 2,000 people respectively and with SecurOS Auto License Plate Recognition Systems.

SecurOS Face allows to identify fans from the blacklists and to identify the exact number of people entered the area of the stadium from each entrance and, thus, it increases the efficiency of the checking system at the entrance and exit groups.

SecurOS Auto is used for increasing the efficiency of the checkpoints and for the security of vehicles at the stadiums’ parking lots.

Completed Work

TECHNOSTROY carried out all work on the project: from the pre-project study and the drafting of construction documents to the installation work and the launch of the system. ISS specialists took part in the work of starting-up and adjustment of the video surveillance system and video analytics system and also provided advisory support.
