Large-scale implementation of photo and video registration system SecurOS Traffic Scanner, the results of the half-year
SecurOS Traffic Scanner for Saratov, Grozny, Rostov-on-Don and Shymkent
The continuous growth of automobile traffic, and nonetheless the increase in the number and severity of road traffic accidents, and, of course, the number of victims lead to the need of improving approaches to the organization of control and monitoring of road infrastructure and transport and often – tighten requirements for road safety by introducing additional sanctions.
One of the most effective measures for reducing the number of violations on the roads is the use of automatic photo and video registration systems for traffic violations. This is confirmed by representatives of city administrations, where such devices operate. For example, the vice-mayor of Moscow, the head of the city department of transport and the development of road and transport infrastructure, Maxim Liksutov, said that the city authorities plan to install 500-700 new complexes in addition to the existing 1.4 thousand in 2018. According to the head of the transport department, about 75–80% of them will appear in the seats of accident rate to reduce the number of accidents. Another 15% of the cameras will be installed at the new dedicated lanes, as well as at uncontrolled areas of already operating dedicated lines. The remaining 5% will be used for detecting vehicles on the wanted list.
Modern complexes allow you to track the main types of violations with simultaneous recognition of license plates of violators. The information is transmitted to the Centres of automated registration of offences in the area of traffic. Inspectors of General Administration for Traffic Safety examined the obtained materials and confirm or deny the fact of the violation. In case of confirmation, the driver receives a “letter of happiness” with a penalty ticket.
Moreover, the fact of having such equipment on the roads has an important preventive effect, which ultimately leads to a decrease in the number of traffic violations. Realizing the inevitability of punishment, drivers become more disciplined, “master” the worldwide behavior driving culture.
For several years now, ISS has been successfully implementing photo and video registration systems for traffic violations by its native design. SecurOS Traffic Scanner in real-time mode provides the detection of offenses and automatic recognition of state license plates of vehicles passing in the control zone 24 hours a day and in all weather conditions.
SecurOS Velox provides the detection of such violations as:
- excess of installed high-speed limits
- violating the rules of the arrangement of the vehicle on the carriageway, oncoming traffic or overtaking
The functionality of SecurOS Traffic Scanner also allows creating the reports on the passage of vehicles and detecting the vehicles on the wanted list (subject to provision of the respective database).
SecurOS Crossroad is used for the detection of:
- driving red lights
- crossing a stop-line when red traffic light is on
- bypass of closed or closing rail road crossing gates or entrance to railway crossings during prohibitory signals (typically red flashing lights); crossing the railway track outside the permitted zone
- driving in lanes designated for public transportation, bicycle lanes or pedestrian paths and sidewalks, etc.
Optionally, SecurOS Crossroad provides an overview video for monitoring the traffic situation and recording video data used for further detailed analysis, allows you to create reports on the passage of vehicles and identify vehicles from the wanted list.
Traditionally, the work on the implementation of the photo and video urban registration system of traffic violations begins with the implementation of a pilot project. At a busy crossing or section of the highway, detection complexes of several manufacturers are installed, which operate in full load mode for one to two months.
Testing is conducted on a number of parameters, the main ones among which are the percentage of exit of “good data” for violations, the quality of the evidence base (video and metadata), and the ease of maintenance of the complex. The city chooses the best proved solution by the results of tests. Such a solution will be further exploited on the scale of the city or its part – on the frontiers with the highest priority from the point of view of ensuring transport safety.
Through the last six month this year, SecurOS Traffic Scanner complexes were put into operation in Saratov, Grozny, Rostov-on-Don and Shymkent.
InSaratov, there are 5 SecurOS Velox complexes, which detect an excess of the installed high-speed limits, and 3 SecurOS Crossroad complexes, which control passages on a prohibitory traffic signal, that are currently operating.
In the capital of the Chechen Republic, Grozny, SecurOS Velox is installed on the Argun-Grozny highway. SecurOS Crossroad complexes also control the situation at the two busiest intersections in the city.
There are about 100 SecurOS Traffic Scanner complexes working in Rostov-on-Don.
In Shymkent (Republic of Kazakhstan), the starting-up and adjustment works on the installation of five SecurOS Velox mobile complexes recently has been completed.
